The house at 3302 Vintage Hills Cove Austin, TX 78723 has installed gutters that direct and run all water runoff into my backyard - causing a flood in my backyard damaging my fence, landscaping and structures on my property. Texas law prohibits this- specifically the Texas Water Code § 11.086 prohibits diverting or impeding the natural flow of surface water in a way that damages a neighbor's property through overflow. I have talked to the neighbor and he will not do anything unless the city.
