Summary: Investigation Response Details: Kelli Bruce inspected the pond on 3/26/26 and found that it was not draining properly. There was standing water and aquatic vegetation indicating the water had been present for several weeks. Ms. Bruce was able to get the pump to run in auto and observe it functioning. The Homeowner's Association is responsible for pond maintenance and will need to have a contractor determine why the pumps stop working before the pond is fully drained. A Notice of Violation will be sent to the Homeowner's Association. .

In response to your service request (CSR26-00088464) about mosquitoes near the pond located at Dillard Circle: Is this pond holding water? This pond is maintained three times annually. The contractor last mowed the pond on February 17, 2026. In addition, Waller Creek runs adjacent to the pond between it and the school to the northwest. However, typically mosquitoes do not like to lay their eggs in open water, moving water or deep water. They prefer to lay their eggs in very shallow, still water that collects in things like old tires, gutters, plant pots, tarps, and the like. The warmer weather always brings an influx of mosquitoes to our area. Watershed recommends looking around your own yard to see if you can determine any source of shallow, still water they may be laying their eggs in. If you have any further questions or concerns, please do not hesitate to call me. After receiving the email, the customer called me. She stated that the pond is retaining water 12 months a year. She stated in the past the City has added gambusia to help control mosquitoes. I wasn't aware this was a "wet pond". It is listed as a biofiltration pond. I sent an email to several people internally to determine if the pond is supposed to hold water or not and, if not, if there are plans to address the lack of water drainage. Waiting for a response. .

2204 Frate Barker Rd, AustinCLOSED #26-00082802No Work Planned - No Problem Found - Close SR. Summary: Stormwater Control Measure is compliant for issues noted. Minimal pet waste present. Details: On 3/20/2026, I entered the wet pond facility. The border of the pond is fenced. At the entrance, the facility is clearly noted as a dog park with signs posted requiring cleanup and removal of pet waste. At the time of my inspection, only minimal animal waste was present, though some unknown type was present very close to the fence. Otherwise, the pond perimeter and interior seemed well maintained and absent of pet waste. I did not observe dogs swimming in the wet pond during my inspection. Signage does not clearly prohibit dogs swimming in the water. Consistent with recent changes in internal procedures regarding the use of privately held land where stormwater control measures are present and because pet waste was minimal and the site was clearly marked regarding pet waste cleanup instructions, no actions are being required at this asset (Asset No. 1206425). I will bring up the concern of dogs swimming in the park to the Pond Inspection and Dam Safety Team manager and my supervisor to see if there is interest in placing a City usage sign at the facility that explains the function of the wet pond and may talk about swimming in general, though such a concern, if present, may be couched more in terms of the health of the swimmer than the pond itself. Regarding other issues noted at the pond, one of the forebays may be somewhat silted-in, but water is being conveyed to the main pool through a wide meandering channel. This departs from the other forebay, which is much more open with a straight channel. I will look at previous inspector notes and site plans to make a determination on that issue. However, I do not plan to put a work order in place either way at this time, as the pond is not yet due for an annual inspection. .
