Details On 11/12/2025, I called the citizen to inform them that I would be performing an inspection of the facility either that day or the next. I left call back information but have not yet received a call. I inspected two stormwater control measures (SCMs) at the site on 11/13/2025 around 3:45 PM. Consistent with the citizen's complaint, I observed excessive trash, including numerous tires and some shopping carts in the basins. Paper and plastic debris were abundant. I am issuing Notice of Violations (NOVs) for the two SCMs behind HEB and Pinstack (trash, standing water, fabric along the gabion, erosion, and vegetation). When I had finished the inspection, I noted there was some used motor oil at the location of one of the stormwater drains. I reported this discharge, which is not an emergency discharge, via COA protocols and 311 reporting. The separate CSR is being tracked under 25-00384542. While I was at the SCM locations, a person experiencing homelessness approached me and said that he had video evidence of people removing tires and disposing of them in the basins. He was concerned that because he is encamped in his car there (at location of the oil discharge), that attention would be directed to him. I told him that I was making no judgement of cause and that another COA employee would be investigating that matter. He informed me that there are many people encamped in their cars along the parking lot bordering the SCMs, he being one of them. He stated that his car was in the location that it was because it was the shadiest spot available. JNB.

Tree and brush debris must be removed. Details I visited the site on 10/30/2025. The site is largely unchanged since my last visit. Most trees have been cleared; however, there are some invasive chinaberry trees that should be cut and killed. The trees are small and less than 8 inches in diameter. Trash debris continues to be lessened from previous inspections when the trees were present. The dead brush and tree debris does, however, need to be removed. I sent an email yesterday to the site owner instructing them of this. I will follow up with another email indicating that invasive trees at the site need to be cut and killed. A call back was not requested by the concerned citizen. JNB.
