Some trash near Congress Details On February 3rd, 2026, I walked the site to determine the cause of the citizen's concern. Within the wet pond, I observed some pockets of light to moderate trash that appeared to be there for some time, but, overall, the pond looked to be in good shape for a stormwater detention wet pond of its size. I did observe some moderate trash at the underpass of a drainage feature; however, while on HEB property, it does not appear to be part of the actual pond boundary. I am issuing an NOV for the trash, however, since it is reasonably described as the inlet to the pond. JNB.

A Notice of Violation (WO# 26-216781) for excessive trash and debris will be generated and issued to the owner of record. There were no individuals observed within the encampment. It looked abandoned.

No further action needed. Details Site visit following up on a report of a dead raccoon around a bench and/or walking trail despite dead animals not being within the purview of typical pond inspections or responses. I was unable to locate the alleged dead raccoon, so I assume it was either picked up and discarded or it was dragged off by another animal (nature being nature). This pond has received numerous calls over the past 2-3 years and in every instance there hasn't been a real issue. The caller(s) of the 311 never requests a callback, so we have been unable to explain/educate as to why something is or isn't an issue. Also, it's entirely possible that folks living adjacent to this wet pond believe it to be owned and maintained by the City of Austin when, in fact, it is not. It's privately owned by Northwoods Owners Association Inc. and regularly maintained by Goodwin Management, Inc., so future minor concerns should be directed to them.
