Issue Has Been Resolved - Close SR. Monitored intersection historical timings and saw that the northbound left had not come up for several cycles. During the morning plan, the northbound left turn only runs protected. Adjusted the parameters for the detection sensitivity and signal was running correctly and placing calls when vehicles were present.
