Dog left outside in backyard and barks in distress all day. Have called in complaints before but situation has not changed.

What do we need to do for the city to investigate an animal abuse??? We have submitted 8 requests so far. The dog is out in the backyard at least 12 hrs a day non stop barking. No water, no food, no shelter.
