Clear the storm drain

Water intrusion to 1005 s. 3rd st. The water from heavy downpours travels down (Eastward )Columbus St. and over the driveway to / inside the home. It looks as though there may need to be a drain placed on the south side of the driveway to mitigate the issue. Any help / discussion would be greatly appreciated. Sand bags have to be placed in order to slow the torrent of water from getting into the home. The home has a large drain in driveway to catch normal flow but is quickly overwhelmed.
