Dog left outside barking nonstop

Animal cruelty and abuse of German Shepherd. German Shepherd is being leashed in back yard for pro longed periods of time with no food or water provided. Constantly barking and howling for help. I have not seen them walk the dog ever in the past 6 months. Dog is constantly getting out and trying to bite me and other neighbors. Please do something.

This dog is living in a backyard with ZERO shelter. That has included scorching hot days and the recent rain. He seeks shelter by trying to hide beneath the window unit outside.
