    Hi. I am reporting improper animal care at a neighbors residence. There is a small puppy in the backyard at 903 Nile St. that is not getting any care. It is surrounded by scrap metal, garbage, cans, and trash. It barks through the night and day. I’m not sure if it’s getting enough food or water and I am worried about it being outside in the cold and as it gets colder overnight. The residents seem to have dumped the pup in the backyard without giving it any attention or care. Please look into it
