Streetlight not lit.

Weekly I encounter waymo, uber, delivery drivers, etc parked in the bike lane in front of the Emma apartment complex requiring me to either stop or veer into the road on a dangerous curve. This is one of the few stretches along manor road without protection using bollards or some other means. Please consider the addition of safety measures preventing vehicles from entering the bike lane on this busy stretch connecting the redline trail with mueller.

Owner leaves dogs out all day and bark non stop. They are also barking well past 11pm.
