Sidewalk not handicap accessible

Add a turning lane from street into HEB on going north on S. Pleasant Valley. There was previously a turning lane to get in to the parking lot. Now the lane wa removed making it incredibly difficult to enter the shopping center. Drivers are entering the parking lot at another entrance by disregarding the double yellow lanes. This is an entrapment situation because most don't realize they're not supposed to cross the double lines. It feels like the city made the situation much worse than before.
