Musco company was called to verify the automatic time system and they confirmed the lights were working correctly set from dusk till park closing hours which was 7:16pm- 10:15pm (on October 1st when tested dusk was at 7:16, the lights will turn on earlier automatically to match seasonal daylight hours example- on December 1st dusk will occur at 5:56pm and the lights will turn on at that time to match.) I also contacted the athletics department who confirmed the lighting system was operating correctly and on time. I am unable to contact the requester as no name or number was provided and would make the assumption they were in the area outside of the set timed hours.
