- I am again reporting that my neighbors dogs have been left outside all day, and all night, and are not home to provide care for their animals. They have been barking for 5 hours straight, obviously distressed, and obviously underweight. I have not seen my neighbor at the house in more than 24 hours. THIS IS ANIMAL CRUELTY. Please help these animals and please let me and my family sleep.
