- Owner of these dogs has not been home since very briefly this morning. They are gone for periods of 24-36 hours, leaving their dogs outside, and causing a nuisance from their barking. My household can’t sleep because these dogs are awake all night barking literally non stop. The Doberman especially is obviously malnourished with very little muscle, obvious ribs, hip bones, and spine. Again, these animals are neglected based on the Texas Penal code 42.092.
