- Hello, this is like the 3rd time I report my neighbor on here. Last time they came and they told her as long as they have food and water they couldn't do anything about it. Here are pictures I took today of these poor dogs being in a super short leash. And are forced to be out getting wet in the cold rain. Please someone help! Not just give warning but actually help these dogs
