- The traffic lights along Cesar Chavez should not allow left turns during rush hour for traffic coming from the north or south to turn left onto Cesar Chavez or those lights need a dedicated left turn lane or light. Traffic gets miserably backed up during rush hour because traffic turning left does not have an opportunity to do so due to traffic moving through the intersection in the opposite direction. This results in traffic becoming terribly backed up on the side streets given theircloseness
