Details On 11/12/2025, I called the citizen to inform them that I would be performing an inspection of the facility either that day or the next. I left call back information but have not yet received a call. I inspected two stormwater control measures (SCMs) at the site on 11/13/2025 around 3:45 PM. Consistent with the citizen's complaint, I observed excessive trash, including numerous tires and some shopping carts in the basins. Paper and plastic debris were abundant. I am issuing Notice of Violations (NOVs) for the two SCMs behind HEB and Pinstack (trash, standing water, fabric along the gabion, erosion, and vegetation). When I had finished the inspection, I noted there was some used motor oil at the location of one of the stormwater drains. I reported this discharge, which is not an emergency discharge, via COA protocols and 311 reporting. The separate CSR is being tracked under 25-00384542. While I was at the SCM locations, a person experiencing homelessness approached me and said that he had video evidence of people removing tires and disposing of them in the basins. He was concerned that because he is encamped in his car there (at location of the oil discharge), that attention would be directed to him. I told him that I was making no judgement of cause and that another COA employee would be investigating that matter. He informed me that there are many people encamped in their cars along the parking lot bordering the SCMs, he being one of them. He stated that his car was in the location that it was because it was the shadiest spot available. JNB.
