Tree Issue Right of Way

Description: Trees are down in the parcel between our property (1707 W42nd St 78756) and the neighbor’s property (4200 Shoalwood Ave 78756) after the huge storm earlier this year. My understanding is that this parcel is considered right of way, and is therefore managed by the City. No address is available because it’s not private property. We have tried multiple times to get the trees addressed, but no luck. See attached image for the parcel that needs to be addressed.
