- Description
- Dog locked outside on balcony for hours. This owner has done this several times with his dog in the cold weather. Sometimes there are two pit bulls. The dogs frequently have feces and urine on the balcony with them, but the owner rinses it off from time to time. This time it is near freezing and the owner is not home. The balcony is on the first floor of 810 w saint John’s ave on the north-facing side of the building.
