Issue Has Been Resolved - Close SR. Monitored intersection historical timings the last couple of days and saw that the signal at Mopac & Waters Park/Park Bend encounters multiple interruptions due to the CapMetro red line light rail. Due to the distance of the light rail to the signal, in order to be complaint with the Federal Highway Administration (FHWA) the signal must run a federally-mandated signal operation to ensure the safety of both the train and surrounding vehicles. In this operation, the signal serves normal operation to service the approach that the rail is on before and after the train has passed. Due to there only being one track crossing, both northbound and southbound light rail services are staggered when crossing this intersection which incurs the delay at the intersection. Due to the winter storm Fern, it was found at a number of locations where the rail devices that send the train crossing indication to the traffic signal had been frozen and not working properly which is likely where the delay occurred during the storm. The City notified CapMetro of these delays and they sent their technicians to monitor and defrost rail devices. The signal has been cycling normally in and out of light rail preemption since the interruptions from the winter storm.
