Issue Has Been Resolved - Close SR. Vehicle detection was activated on April 9th. I checked that the vehicle detection is working and using the appropriate times for all approaches.

Description
Traffic signal vehicle detection at Chicon and 12th St is STILL broken! The light intervals for east/westbound traffic are way too short, causing backups of dozens of vehicles! Meanwhile, north/southbound intervals stay open for too long. When will you actually repair this signal?
