- There was previous underground work completed on the water system in the alley in front of 1904 E. 16th St., House #2. The area was excavated and later filled back in. After recent rain, the ground appears to be collapsing/sinking around the utility access point. The water pipe or structure underneath also appears to be shifting upward above the metal lid/plate. This presents a safety or infrastructure concern. Thank you.
