- Due to torrential rain the dog is wet even under the covered patio, it barks constantly in distress. The dog only barks when it is uncomfortable. The owner never turns off the light so the dog cannot even sleep comfortably. I have knocked at the door and rang the doorbell to request they take the dog inside but no one answers despite there being several vehicles.
