- There’s a dog in my apartment complex left unattended outside with no water. Owner is nowhere to be seen and will be gone for over 8hrs a day. She’s a reactive dog and with the way the balcony is set up, it scares me that the dog will hurt herself or someone else by accidentally falling through the bars. The apartment number is 13-225
