Issue Has Been Resolved - Close SR. Monitored the westbound left turn and saw that the left turn had no recently come up. I went into the vehicle detection device and saw that the zone was struggling to make the correct calls in the morning period. Adjusted the zone parameters and now the signal is working appropriately.
