Issue Has Been Resolved - Close SR. Intersection was stuck running a railroad crossing program which prevented the northbound and southbound movements from coming up during the cycle. I reset the intersection's controller and monitored the intersection using live timing values and live camera feed. The intersection is now serving every movement when vehicle demand is present. Thank you.
