- EMERGENCY There’s a dog with an unhoused person near Phoebe’s Café who’s been wandering around all morning. I’ve driven by four times now and would offer help but the individual looks very unstable and it wouldn’t be safe for me . the dog looks like it’s in distress and the homeless individual has no shoes on and does not look like it’s providing for the animal. The animal is panting heavily looks confused and is on a leash and he is being forced to follow..
