Parking violation

A small brown dog has been roaming our neighborhood for a couple of weeks with no clear owner. It runs loose day and night, barks constantly, chases people and other dogs, and I’ve seen it nearly get hit by cars multiple times. Neighbors occasionally feed it, but no one seems to be responsible for it. It’s also skittish and I can’t get the dog to approach me at all.
