Cars blocking sidewalk.

Dog tethered outside—backyard—with no water or shelter. He is has been barking continuously since 4pm.

Was approached by two off-leash dogs while walking my on-leash dog at Pillow Park. An altercation occurred but no physical harm was done. I called 311 and was told by the operator and that this park allows off-leash dogs, although there is no signage stating so at the park. The park does not appear on any off-leash map or is cited as an off-leash park within the Code of Ordinances (Ch 3-4, Article 1, 3-4-4); in addition to the language regarding dogs at school parks on the CoA website.
