Somebody parks by fire hydrant causing issues for people leaving church

I would like to request speed bumps or a more enforceable method for slowing down traffic on Esperanza xing. This morning, I was walking my dog across a pedestrian crosswalk near 3100 Esperanza,and a vehicle nearly struck us. Very often vehicles will pass when walkers are in the middle of the road. Als, many people will not even stop at the stops signs in the area. I am a resident of the area and it is supposed to be walkable. But many vehicles that pass through, speed, & run through stop signs.
