Parlor room is so loud can hear on the 28th floor. Over the decibel limit

My neighbors have loud music playing all hours of the day and have 2 dogs that they leave outside unattended to bark and scratch during the day and at night. I have watched them leave multiple times leaving the dogs on the balcony which goes against the complex policy and the dogs are against the breed policy

I live at the rise at west campus and the water has gone out 3 times this semester the first one being 2 days the 2nd one being 8 days and the third one which is currently going on right now since thanksgiving day. We haven’t received anything like literally anything from management and it’s starting to get ridiculous and all of us in this building are extremely frustrated. We also had a leak in our apartment specifically and they haven’t came to fix it or give us any compensation
